Different EVE activities need different collection methods. We automate the calculation and administration as much as possible, but that does not mean invoices disappear. Where a payment is required, the system can create and track it so pilots and CEOs know what is owed and why.

We want pilots to choose activities because they enjoy them, not because one playstyle gets punished by the alliance tax model. The collection route can differ, but the 2.5% alliance target stays the reference point.
Calculations are built into the system. Where payment is required, the system can create an invoice and track it. The contribution can then be directed into things such as the shared BPO library.
The alliance defaults to its 2.5% share. If a corporation chooses a higher internal LP tax, the additional amount belongs to that corporation, not to Send Dudes.
As new systems and income routes are added, the same principle applies: keep the alliance share small, make the method clear, and avoid making one group carry everybody else.
The public website explains the principles. Internally, we are building finance tooling so members can see where alliance money comes from, which budgets it supports and where it goes. Personal use is not an acceptable destination for alliance funds.
